Russian President Dmitry Medvedev signed a decree declaring mourning on Wednesday in connection with the humanitarian disaster in South Ossetia. "Expressing sorrow for the victims and condolences to their families and friends, the president decided to declare August 13, 2008 a day of mourning in the Russian Federation", - said the Kremlin press service.

In a day of mourning throughout the country will be lowered national flags of the Russian Federation, and cultural institutions and broadcasters asked to cancel the entertainment and transmission.
