Belarus banned Tor and anonymizers





The operational and analytical centre under the President of the Republic of Belarus and the Ministry of communications and Informatization of Belarus issued a resolution "On approval of the Regulations on the procedure for restricting access to information resources (their component parts) are placed in the global computer network Internet".

The decree describes in detail the maintenance of a "blacklist" of web resources, access to which is blocked at the level of the ISP. In this part of the legislative act corresponds to the relevant Russian legislation.

Thus, paragraph 11 States banning anonymizers, proxy servers and other tools that allow you to access locked resources.

11. The state Inspectorate in identifying Internet resources, means of ensuring anonymity (proxy servers, anonymous networks like Tor and others), allowing users of Internet services to access Internet resources whose identifiers are included in the list of restricted access, adds to the list of restricted identifiers of these Internet resources, means of ensuring anonymity.

Of course, the cost of introduction of censorship of the Internet service providers are required to take.

12. To implement the requirements of the restriction of access to Internet resources whose identifiers are included in the list of restricted access, as well as services for limiting access providers of Internet services shall:

12.1. to create, to ensure the proper operation of the relevant software and hardware and, if necessary, improve them or use software and hardware tools that belong to other providers of Internet services, in accordance with the agreement concluded between them;

12.2. in the presence of software and hardware:

* identify the persons responsible for their proper operation;

* provide the option of setting these funds only from the internal segment of the network provider's Internet service;

* make documentation changes to their configuration and to store such information for at least one year;

* at least once a day to analyze the contents of the list of restricted access, formed by the State Inspectorate, in order to Supplement it with new identifiers of Internet resources, if necessary, make appropriate changes to the settings of software and hardware;

* according to the requirements of the Ministry of communication and Informatization and (or) the Operational and analytical center under the President of the Republic of Belarus to immediately correct violations with limited access.

The decree comes into force after its official publication.

Unfortunately, in the framework of the harmonization of legislation of the Union state, the same rules will soon appear in the normative acts of the Russian Federation. published
