According to him, the number of scooters in Russia is increasing every year, and the drivers of these vehicles - usually young people from 13-14 years - have become full participants in the road. "It turns out that on the streets of cities, along with cars and motorcycles, ride scooters at a speed of about 50 kilometers per hour, the drivers of which, as a rule, young people are not required to obtain the right to have management skills, know the rules of the road and still believes that they do not bear any responsibility for their actions on the road, "- said the parliamentarian. As a result, emphasized Belyakov, an increasing number of accidents involving scooters.
The deputy cited the data of the Department of Road Safety Ministry of Internal Affairs of the Russian Federation, according to which, the number of accidents involving drivers of mopeds and scooters in 2009 was 5439, killing 260 and injuring 6,105 people. In the first half of 2010 the number of people killed in such an accident increased by 6 per cent, and for the first half of 2011, another 6, 5 percent.
Belyakov said that unlike Russia, most countries established the obligation to obtain the right to drive a vehicle, even with an engine capacity of up to 50 cubic centimeters. So in the UK to control the scooter for teenagers required provisional license, which can be obtained at the age of 16. In Spain, for controlling the scooter should have special rights issued in 15 years, but to carry passengers in the back seat a young driver is entitled to only 16 years.
In Denmark, mopeds are divided into "small" and "large". "Small" mopeds have a speed limit of 30 km / h, and "large" - up to 45 km / h. To manage the "small" moped driver must be at least 16 years of age and have the appropriate license. To manage "big" mopeds must have the right to drive a car or motorcycle, while the minimum age - 18 years. In the US, driving the scooter requires passing a special training course and obtain a permit to drive separately - on the pavement, and separately - on the sidewalks.
