In 2008, Likhachev automobile plant with funding and support of the Moscow government in the person of YM Luzhkov launched a project to develop a multi-purpose armored all-wheel drive (4x4) vehicle carrying capacity of 2, 5 tons of special units of the armed forces and law enforcement agencies (the Federal Security Service, the riot police, and so on). It was necessary to create a machine that would be as simple and technological, has a plurality of flat surfaces, which simplify the booking, but having an external form "with individual expressiveness" to highlight its purpose.

Design project of the machine, which looks a bit like the legendary ZIL-131 was proposed by Leo Samokhin. In August-October 2008, during the conceptual design study built boarding layout. This machine by linking basic units do not differ from similar designs from other manufacturers (IVECO-LMV, "Tiger" and others) and was close to the maximum production capacity of the plant. Meanwhile, the project had a "flavor" - one of the options for arranging the interior space fighters are placed facing the windows and back to back. It is easier to carry and use a circular observation arms. Soon, the idea is becoming mainstream, and subsequent versions have created around it.

In an attempt to give the car a new property there was a desire to create something new. One of the priorities - "stealth" machine tools of destruction. In May and September 2009 with the participation of "Fort Technology" built chassis layout with an eye on the booking class 6a (GOST R50744-95) using state of the art composite armor (ceramics, plus highly oriented polyethylene at UD). This armor is established at the Institute of Plastics named Petrov.
