Currently, representatives of the State Duma Committee on Budget and Taxes are preparing a series of changes in the regulations governing the operation of payment systems on the Internet.

All of these changes will appear in the upcoming bill currently. It is understood that one of the most important innovations is the obligation of payment systems provide security deposits. Such deposits previously entered for Visa and MasterCard.

According to the authors of the project, much of the innovation concerns the openness of work payment systems under the law of the Russian Federation. Now lawmakers point to the fact that payment systems can be used to finance terrorism and other illegal activities.

"This is a package of bills that will give full status of the Comptroller of the Central Bank of the Russian banking system. Among other things, preparing an amendment to regulate international online payment systems operating in our country, in order to improve their reliability. Changes will create a database of collateral security for companies that allow you to perform calculations on the Internet. Also considering the issue of creating greater access to the Russian regulatory bodies these systems in order to better combat the financing of crime and questionable movement of money, "- says Eugene Phaedra, author of the bill.

The size of the collateral security for online payment systems will be the same indicator for the systems of payment cards. At present, VISA and MasterCard are required by law quarterly accumulate in special accounts at the Central Bank of 25% of the average turnover per day.
