Recall that on May 11 speech in Sevastopol at the opening concert dedicated to the 225th anniversary of the Black Sea Fleet of the Russian Federation, Moscow Mayor Yuri Luzhkov said that Russia will decide on the nationality of Sevastopol in favor of his "state of law".
