The Railways will handle the disposal of hazardous waste
In particular, it is planned to build two plants for the disposal of hazardous waste. Plants should appear at the Tagul station in Irkutsk region and in Yaroslavl. The project is aimed at the destruction of PCB–containing equipment that is used on the railway.
"Dielectric fluids in capacitor and transformer high-voltage equipment in a significant number of saturated additives based on PCB, – told in service of corporate communications of the East-Siberian railway – Oil at the end of the operation must be cleaned of poisonous additives to prevent environmental pollution or to disarm. JSC "RZD" has a large number of transformers manufactured before 1988, which used PCBs. However, they pose a danger to living organisms, so their disposal is a priority in many countries of the world."
The project will last 4.5 years. During this time, the Railways will conduct an inventory and collect information about the volumes, terms of service, main characteristics of the used equipment containing substances that are persistent organic pollutants. Just have to make an inventory of 50 thousand transformers, neutralize or destroy about 3.8 thousand tons of polluted substances.
In addition, the project provides for organization of accredited laboratory centers on the analysis of PCBs, the establishment of technical capacities for the elimination of PCB–containing equipment and oils, which allows to neutralize contaminated equipment in accordance with the regulations and methods specified in the Stockholm Convention, ratified by Russia on 17 August 2011. In addition, it is planned to organize the work of mobile installations for the treatment and disposal of waste. The project is a demo, the results will be the basis for the dissemination of lessons learned by enterprises of other industries, which operated PCB–containing equipment.
For these purposes, JSC "Russian Railways" is ready to invest about $ 30 million. Total project cost is estimated at 404 million dollars. The missing funds will make the Global environmental facility (7.4 million dollars), the Ministry of natural resources and ecology of the Russian Federation (2 million dollars).
