The false calls as there is almost no - there is merit teamwork to identify "telephone terrorists" by the law-enforcement bodies, the high fines ( 3-4 million rubles) and a strong media campaign, conducted a few years ago.

It is not strict regulations, it is clear that there are remote areas of the city and distant villages.
