System "clever house" allows to save the residents of the village in Yakutia

Energy efficient technologies applied in the construction of the "smart homes" in urban-type settlement of Zhatay Yakutia, save on payment of heat and hot water in the region where the temperature drops sometimes up to minus 50-60 degrees.





Some time ago, the Chairman of the Supervisory Board of Fund of housing and communal services Sergei Stepashin noted that such technology should continue to be used in construction despite the high cost, and in this direction should be allocated in the budget.

TASS correspondent in Yakutia learned from officials, staff housing and the residents of "smart homes", as they relate to energy efficient technologies and did they have high hope for them.

 

Energy efficiency saves up to 40% on payment ZHKU

 

Tenants pay energy efficient quarter for the year 40% lower than residents of conventional houses. About this TASS said the head of city district "the Village Zhatay" Anatoly kistenev.

"Residents by and large pay only for cold water, saving hot water is about 50%, 25% for heating. We have to pay for actual resource consumption, not 1/12 as in the city of Yakutsk or across the country. So in the winter months we have a maximum resource consumption, and during the summer months its actually not, but if you take the average, that they are up to 40% lower than in conventional homes," he said.

It is the only Republic not subsidized district (the residents of Yakutia actually pay only 30% of the cost of the economically justified tariff — approx. TASS).

"In Yakutia, at cost none of the heat does not pay, all receive the subsidy: every municipality is different, but getting it. And the residents of energy efficient homes pay the cost. They do not subsidize, but they pay less than residents of other homes. Thus we get the highest payback tariff for heat," said kistenev.

The inhabitant of one of houses in the energy efficient quarter, which received the keys to new apartments in 2014, confirmed that "the savings are substantial."

"In the month would be 4-5 thousand rubles, while in other conventional houses, the rent is 7-8 thousand rubles a month. Through these homes we have transformed the village: the people, all life lived in deplorable houses, had the opportunity to live with comfort. The children enjoy the new playgrounds near the houses, and our kindergarten is built on the same technology, always warm, thanks to an ingenious ventilation system our children winter is not too cold and not get sick, and most importantly. Now we hope that it will be built the same "smart school" in our neighborhood", she explained.

Energy-efficient technologies in action

Neat three-story "smart house" have increased insulation, all with energy efficient Windows, heating is performed through a standalone modular gas boilers. Only a quarter of them are fired with six houses, the rest of the house gets heat centralized, but they are installed with automatic electronic assemblies, which are clearly responsive to changes in temperature and maintain it within the specified parameters inside the house. Hot water is heated through solar collectors, and the emergency power system powered by solar batteries, in all homes also have a system of ventilation. Another important detail is that the tenants of houses themselves can regulate the microclimate in the apartment.





“We should make greater use of the energy that is now free, and upgrade to energy efficient technology. For example, our district want to build not only in Yakutia, but also in other regions of the country. In the Republic the house with the use of these technologies also will be built, and the relevant instruction of the head of Republic", — said kistenev.

But not all was smooth in the beginning in the implementation of energy efficient technologies. "We were one of the first in the country, who started to implement these technologies. Of course, initially there were problems but we resolved them thanks to the Tomsk experts who advised us in these matters," — said the head of the village.

"In the first house even had to redo the input node, the recovery system was wrong, actually started at your own risk, many have had to learn in practice. The second house was built with roof boiler, and only then realized that boiler room for this one a lot at home, and connected her to another house, and in the operation of solar substations revealed that, only use them during power outages inefficient. Therefore, in Sunny weather all the technological equipment powered by solar batteries, and electric energy is used as an alternative source. Heat, for example, in the first house to heat the water we used heat transfer fluids, then moved on to solar collectors and electricity, but the electricity is too expensive, therefore, the construction of the following houses we refused it and put the small gas boilers in case if solar energy not enough: so gradually, together with the developer and designers of energy efficient equipment, we have mastered this field, each time changing technology, improving it," he added.

Instead of the barracks — "smart house" for immigrants

The city has already completed the Federal program of resettlement from dilapidated and emergency housing, and "smart quarter" was built entirely in this program.

"In December last year, we have a resettlement program was already completed. We started working on resettlement in 2009, and the first energy-efficient house we had rented in 2011", — not without pride, says the head of the village, which has been in office since 1989.

In 2010, during a visit to Yakutia, the head of the Fund for the reform and promotion of housing and communal services Konstantin Tsitsin invited the Republican leadership to engage in the construction of energy efficient housing and use of alternative energy in the far North. After that, the head of the Republic Egor Borisov has taken the decision to build the first such house in Yakutia within the framework of the program of resettlement from dilapidated housing.

"The opening of the first energy-efficient home came Konstantin Tsitsin, and we said that we can build a whole neighborhood, and at the same time to test energy efficient technologies. And so began the construction of our district," said kistenev.

Despite the fact that the cost of building energy efficient homes above the standard almost 1.5 times, and the payback comes in 10 years, the use of new technologies is yielding tangible results in the first two or three years of operation of these homes.

About thousand persons have got new apartments with "smart technology", which in block 520. "We'll never live in the barracks with no amenities. Envy us residents of all other houses: not only rent, but also for the development of the entire quarter. We have a beautiful, cozy, spacious, and thoughtfully. Our neighborhood is decorating the entire village, on our playgrounds come to play children of the village. Children are always drawn to the best," — said a resident of one of the houses Albina Vereshchagin.

Hopes for modernization

Zhatay is a working village 15 km away from Yakutsk with almost a century of history, which is based on the Navy and navigation. At the end of 2004 the referendum was decided on secession from the city district "City of Yakutsk" and the creation of new municipalities.

"When we were part of the city of Yakutsk, in fact, received nothing from the city budget — all provided by businesses and organizations, the bulk of our housing stock belonged to Atascosa shipyard, part — Gutauskas the tank farm. But then businesses began to abandon the social objects, and all fell on the city budget, despite the fact that he had his own objects, so instead of stable funding from businesses, we began to receive very meager amount, which, of course, is not enough. Had to make a decision: either to close to the village, or to get out of the situation, and we decided to become a separate municipality," said kistenev.

In the village there are more than 9 thousand people. The main enterprise is Ratajska base technical operation of the fleet, modernization which is expected to begin this year. This will create in the village of new jobs.

2018 will begin construction of the new shipyard and the construction of new vessels is planned for 2020. The design capacity of the new shipyard will be released in 2022 and will be releasing on 10 river vessels of various modifications of a year and repair up to six ships per year. published
