Every year, public companies are spending 20 billion on IT procurement. A large part of the costs necessary for products of foreign manufacture.State Duma deputies intend to correct the law on procurement so as to make a gradual transition of state-owned companies and companies with state participation is fully on Russian software and hardware. First of all innovations will affect strategic sectors of the economy, the newspaper "Vedomosti" with reference to the member of the Commission on strategic development of information systems of the state Duma Committee on science and high technologies, President, IT company Cognitive Technologies Olga Uskov. News confirmed the Executive Secretary of the Commission Andrey Chernogorov.

According to Chernogorov, the Commission proposes to give Russian manufacturers and product price and qualification for preferences, i.e. under the same proposed price for the procurement of the Russian company will receive more points than the West. If the presence of domestic counterparts customer will prefer a Western software product, he will have to explain in writing the choice of such decisions.

Russian manufacturer of software and hardware will be deemed to be a company registered and paying taxes in Russia, where the share of foreign capital less blocking (25% plus 1 share) and which receives at least 75% of revenue. The share of foreign employees in a firm should not be more than 25%.

Finally, the Commission's proposals will be formulated on 3 July, and then the amendments will be submitted to the state Duma deputies of the Committee on science and high technologies.

Experts note that the now state-owned and state-owned companies in the greater part of the use of foreign software and hardware. However, in their opinion, even if the amendments are adopted, the transition to Russian IT support, unrealistic.
