Medvedev allowed to pay off from criminal liability

Russian President Dmitry Medvedev signed the bill on December 7 on the liberalization of the Criminal Code of the Russian Federation, according to the Kremlin press service. Accordingly as amended the Criminal Code to introduce a new article, according to which perpetrators of economic crime for the first time, may avoid criminal liability, fully indemnify and pay a fine of five times the amount of damage.

One of the most important amendment concerns the introduction of a new form of punishment - forced labor. Under the bill, to forced labor may be sentenced persons who have committed crimes of small and medium gravity, as well as serious crimes, if committed for the first time. The amendments also abolish criminal responsibility for libel, slander, illegal circulation of precious metals and a number of other disorders that will now be punished with administrative liability. Another change concerns a minor offense - now the person who committed the crime may be sentenced to imprisonment only if there are aggravating circumstances.

In addition, the bill includes changes to Article 107 of the Code of Criminal Procedure (house arrest), aimed at reducing the number of persons entered into custody.

Medvedev signed the bill was passed by the State Duma of the Russian Federation on 17 November and approved by the Federation Council on 29 November. This is not the first set of amendments aimed at softening the Criminal Code.
