Shopping in supermarkets

Every time I stand in the queue any supermarket (from Pyaterochka alphabet to taste), in line or ahead of, or behind, there is always a person who buys a 0.5 or 0.25 most affordable vodka and cheese \ dumplings \ toffee. Is that a new fashion is this? On Monday, in the afternoon - no question, on Sunday at 23:00 - easily!
