Its purpose is to assess the standard of living, payroll, pension, scholarships, social benefits and assistance calculation of the federal budget, regional budgets, etc.
The amount is calculated separately for each region due to different regional economic situation, considered as separate funds for different social groups (working-age population, pensioners, children).
For example, the Government of the Sverdlovsk region in the I quarter of 2011 set a living wage at the level of 5946 rubles per capita. These include: Food - 2295 rubles, non-food products - 890 rubles, services - 2331 rubles, obligatory payments and charges 430 rubles.
