It is noted that the mosque was to be the fifth Islamic temple in the capital of Siberia. This idea was supported and Gorodetsky, now ex-mayor of Novosibirsk, and the head of the Kalinin district Mankov, which had previously been allocated land. "Against" strongly expressed local activists of the National Democratic Party, according to which the majority of residents of the neighborhood were not informed about the upcoming construction of properly. After a survey in August of 2012, in the NDP revealed that none of the surveyed residents of the quarter "Springs-Snegiri" did not take part in public hearings.

The hearings were held only February 15, 2013, but they have not taken a clear decision - power goes from direct questions, and members of the public did not want to agree. Then, approving the transfer of land to the Muslim community it was adopted by a majority vote at a meeting of city council. Subsequently, the activists collected thousands of signatures against the construction of mosques, appeals were sent to the authorities prosecutor's supervision.

There were also organized street protests since the issue of construction has become a major in the Russian March in November. As a result, the decision was reversed and the head of the district and the mayor of the city, among other things, allegedly because of the unwillingness to resolve the conflict in favor of the majority of citizens have lost their jobs.
