People could not accept the idea of ​​the death of Stalingrad. Stalingrad had to survive there. Thus began a new chapter in the history of the city - the revival and peaceful development.
April 4, 1943 the State Defense Committee adopted a special resolution on urgent measures to restore Stalingrad.
