On a press-conferences the Chairman of Committee of the State Duma of the Russian Federation on energy, Paul Zavalny was announced amendments to the law "On heat supply": for regulation of tariffs at the local level will set limits on the level of prices to consumers, the so-called "alternative boiler house": below, above, no. There a single point of responsibility for the development of heat supply systems and quality of services for each consumer: a unified heat supply organization (ETO). They will have the right to enter into contracts for the supply of heat with the most efficient suppliers for free price.





It is expected that the law will come into effect from 2018 first in several pilot regions.

— The method "alternative boiler plant" is pricing according to the estimated construction cost of the alternative boiler. It is, in fact, continuation of modernization of heat supply system, – said Pavel Zavalny. –A bill aimed at supporting a combination of generation, competition in the heat market model the electricity market, modernisation of the heating system, improving its efficiency and attracting investment in this sector. This law should be effective, universally applicable. So that in 10-15 years allow the heating system to the energy-efficient performance and generally improve the efficiency of the power system.

At the moment the cost of electricity for the end user in Russia for the population is equal to about 2.5 rubles per kW/h, industry – slightly more than three rubles, he said. "In Germany, when converted to our money, electricity is now 20-22 rubles. That's what renewable energy is," explained Pavel Zavalny.





Today, the share of RES in the Russian energy sector is 18%, with more than 98% of renewable energy accounts for hydropower.

By the end of 2021, the total installed capacity of renewable energy sources in Russia will grow by 3.9% or 2 GW to 53 GW. The main increase in renewable energy in Russia will be achieved through hydro power: more than 1 GW by the end of 2021, the total installed capacity of hydropower will increase by 2.2% to 52.1 GW in 2021, solar power stations in 7 times to 0.7 GW of wind stations – two times up to 0.2 GW.

Total energy production of RES in Russia will increase by 2.7% from 191 terrawatt-hours in 2015 to 193 TW/h by the end of 2021.
