In October 1930 at the Leningrad Metal Plant (LMZ) was created by the Central Design Bureau of Shipbuilding (TSKBS-3), which is led by AG Dukelsky beginning development of a series of rail transporters with large-caliber guns for coastal defense. Design of railway systems TM-3-12 started in 1935 by the same design team, but under the new name "CCB-19."
Production system has been adjusted at the factory to them. Marty (Nikolaev) and completed January 1, 1939 for this system have been used parts and mechanisms of the towers of the battleship "Empress Maria" guns were taken from the old pre-revolutionary stocks intended for the unfinished battle cruisers like "Ishmael." < br />
