Pochinok was born on January 12, 1958 in Chelyabinsk. He graduated from the Economics of Chelyabinsk Polytechnic Institute. Candidate of Economic Sciences, professor.

For a while he worked at the Institute of Economics of the Urals Branch of the Academy of Sciences. Several times he was a deputy of the State Duma. In 1993-1994 was the Deputy Finance Minister. In 1997-1998 he headed the State Tax Service of Russia. Since December 2004, he worked as Deputy Plenipotentiary Representative of Russian President in the Southern Federal District Dmitry Kozak. In 2007-2012 he was a member of the Federation Council.
