The Federation Council proposed to create a Russian Internet (Cheburashka)

The proposal to create "our own internal Russian information system in order to get away from under the wing of the United States" was voiced by Maxim Kavdzharadze, a member of the Federation Council, at a meeting of the Committee on Constitutional Legislation during a debate on a law that equates bloggers with 3,000 or more readers per day to the media. The name of the chain that came to the senator's mind is "Cheburashka".





The motive for the creation of the autonomous network was the issue of information security of "an entire country that is subjected to information attacks, cyberattacks, as well as attempts to split society." The senator proposed to finance the project at the expense of the regions. Maxim Kavdzharadze believes that Russia could create such a network with the CSTO countries (Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan) or with the states of the Asia-Pacific region.

Ideas for creating their own infrastructure were expressed with variable frequency after the publications of Wikileaks, the publication of Edward Snowden's documents and the disconnection of two Russian banks from the Visa and MasterCard systems, as well as the downgrading of Russia's sovereign rating by international rating agencies.

One of the latest high-profile attacks on the Internet was made by the president at a media forum in St. Petersburg, at which Vladimir Putin, in response to a question from one of the bloggers about the need to host servers of Western services in Russia, said: "The Internet originally arose as a CIA project and is developing. The founders of this sphere are Americans, and they are trying to maintain their monopoly. But this is impossible in the modern world, and we need to purposefully fight for our interests." The market reacted to such a statement by collapsing the value of shares of Russian IT companies to 10%.
