Recording studios (for the most part in the resort and the capital cities of the country) in the 60s-80s offers everyone this service as a "sound letter". In the studio, the customer can record your voice greeting and choose your favorite tune. All this was recorded on a sound carrier, and the mail sent to the destination. The carrier serves as a flexible plate, transparencies, or thin plastic, glued on top of the card or photo.
I would be grateful for an amendment to post additional information and links to sources on the topic.
