Tymoshenko has blocked Russia's WTO accession

The representatives of Ukraine on the orders of his prime minister
Yulia Tymoshenko filed a request to the secretariat of the World Trade
Organization (WTO) to hold bilateral talks with
Russia almost ended accession to the WTO.

In addition, we can talk about the abolition of export duties on oil. In the camp of President Viktor Yushchenko said that "did not know", but almost immediately put forward political conditions: problems with joining the WTO will not be if Russia withdraws from Sevastopol, the Black Sea Fleet.
Bilateral negotiations can not be limited only to trade issues, especially after the controversial visit to Crimea Moscow Mayor Yuri Luzhkov, whose statements concerning Sevastopol were taken in a country like challenging the territorial integrity of Ukraine. According to the newspaper, what is happening - a clear signal from the government of Russia Tymoshenko, that accession to the WTO, Russia will be under the control of Ukraine. So, it postponed indefinitely.

Meanwhile, as the newspaper notes, until Ukraine's accession to the WTO it was considered that the negotiators of Ukraine only join the multilateral negotiations in the working group. Ukrainian President Viktor Yushchenko said in February that the country "will not complicate Russia WTO talks."

None of the Presidential Secretariat, nor the Ministry of Economy of the country yesterday was not aware of the decision adopted by Tymoshenko. "It was planned that Ukraine will join the working group on Russia's WTO accession, but I do not know that such a request has already been sent," - said the publication of the Deputy Minister of Economy of Ukraine Valery Pyatnitsky. He admitted that the decision was made without the involvement of his office.

On the eve of Deputy Prime Minister for European Integration Hryhoriy Nemyria confirmed the thesis of the government of the country: "We not only will not let Russia's WTO accession, but on the contrary, will contribute to the best of it."

Advisor to Prime Minister Yulia Tymoshenko Alexander Hudyma said that he was unaware of the specific requirements of Ukraine to Russia. He admitted that participation in the working group will be formal.

Director of the Information Bureau on Russia's accession to the WTO Alex Portansky in an interview said that Ukraine's decision was a surprise to them. According to him, the Russian side will insist that Ukraine supported the terms already agreed with the chief negotiators - the EU and the US, and will prove the unacceptability of such additional requirements, such as the abolition of export duties on oil.

Recall that for Russian WTO accession should be completed and bilateral and multilateral negotiations. Now is not completed bilateral negotiations with Saudi Arabia, the Russian Federation and Georgia (the latter are frozen, but Russian negotiators believe that it is technically necessary to obstruction).

From the presidential bloc "Our Ukraine - People's Self-Defense" (OU) and calls were made to use Russia's WTO membership to address problems with the borders of the Black Sea Fleet and the Azov Sea.

Yesterday the President of Ukraine Viktor Yushchenko, Yulia Tymoshenko instructed to prepare a law that will eliminate the continued presence of the Russian fleet in Crimea after 2017.

The Government is also requested to take measures to complete the contractual-legal registration of the offshore section of the state border between Ukraine and Russia in the Azov and Black Seas and the Kerch Strait.

Status database Russian Black Sea Fleet in Crimea has been specified in the Agreement of 31 May 1997, concluded the presidents of Russia and Ukraine Leonid Kuchma and Boris Yeltsin. Duration of the agreement - 20 years.

Recently, however, Russia and Ukraine are actively discussing the possibility of revising the agreement. Thus, the speaker of the Verkhovna Rada of Ukraine Arseniy Yatsenyuk recently said adamantly opposed the revision of the contract.

April 1st deputy of the State Duma recommended the executive branch to renew the treaty of friendship and partnership with Ukraine only when both the extraordinary extension of the Russian-Ukrainian agreement on the status and conditions of Russian Black Sea Fleet on the territory of Ukraine for the next 20 years on the same terms.

Moscow City Duma on Wednesday supported the mayor of Moscow, Yuri Luzhkov, who denied entry to Ukraine after his speech in Sevastopol during the celebration of the 225th anniversary of the Black Sea Fleet. Moscow deputies adopted a statement condemning "provocative actions of the Ukrainian authorities." At the same time they offered to extend the list of Russia's military glory days just four dates: February 9 - Day of Remembrance of the defenders of Port Arthur; July 4 - Day Brusilovsky breakthrough; August 21 - Day of the heroes of Shipka; September 25 - Day of Remembrance of the defenders of Sevastopol during the Crimean War of 1853-1856.

Recall that on May 11 speech in Sevastopol at the opening concert dedicated to the 225th anniversary of the Black Sea Fleet of the Russian Federation, Moscow Mayor Yuri Luzhkov said that Russia will decide on the nationality of Sevastopol in favor of his "state of law".

"This issue has remained unresolved, and we will solve it. We will resolve it in favor of the government position and that of the state of law, which Russia has with respect to its naval base - Sevastopol, "- said Luzhkov.

Moscow Mayor recalled that in 1948, Sevastopol became a city state of submission, and said that "in 1954 the city was not among those areas of the territories that Khrushchev gave Ukraine".

"I do not want no split (between Russia and Ukraine), I want to tell the truth", - the politician said.

Ukrainian authorities have interpreted these statements as acts harmful to the national interests of Ukraine and its territorial integrity and Luzhkov banned from entering the country.
