"This is a big step for Lancaster, we intend to become a city with zero consumption of energy," said mayor R. Rex Parris (R. Rex Parris) in a statement.

The proposed order requires that all new houses built in 2017 and later chose one of three options for the use of energy: install photovoltaic panels to provide two watts of energy on each square foot; to pay to prevent climate change, which will lead to a discount for the cost of the energy produced; or choose a combination of both.
