Rights holders will receive remuneration for the use of their works on a global license from telecom operators, "providing services to provide access and transfer data in information and telecommunications networks." Collection of these funds will authorized state organization. The size and order of this collection is to approve the government.

It is planned that if this bill will be introduced in Gosdmu and adopted, the amendments in the Civil Code will come into force from January 2015.
