It is clear that Russian sanctions are focused completely on those people who want to leave Russia in the future. And those who live in it today, with the other passport, but not the cashier of the cooperative "Lake". For such cases the new law can be applied only on condition that it is retroactive. This specificity, of course, can not be justified no international practice, except Turkmenistan and North Korea.
