In the early fifties Joseph Stalin personally reviewed and personally endorsed the project construction in the Balaklava Bay one-of-a-kind underground plant to repair submarines.
The scale of this building can be seen, for example, by the fact that in the event of nuclear war in his underground harbor could hide an entire brigade of submarines, and several thousand people.
