In Russia kvass equated to alcohol!

The new version of the draft law on regulation of production and turnover of alcohol products equate to alcohol any beverage that contains more than 0, 5 percent alcohol. "Vedomosti" newspaper writes that the second and third readings of a new version of the document, which is generally approved by the government, the State Duma may take until the end of the week.
Previously it was assumed that the ban on the sale of alcohol the night (from 23:00 to 08:00) will not be extended to the fortress beers to 5 percent. However, the new edition of the bill significantly tightened rules for the sale of alcohol: the ban will affect all alcoholic beverages, to which the law classifies any drinks stronger than 0, 5 percent. For measurements, the ban falls within the scope of kvass (ethanol content in kvass is 1, 2 per cent).

The document provides for a total ban on the sale of alcoholic beverages in non-stationary trade objects (kiosks and stalls), which account for 25-30 percent of the Russian beer sales. It would harm not only small businesses, but also breweries, causing a small reduction in sales volumes in the industry.

In addition, the regions of the Russian Federation will have the right to extend the time period during which the restrictions on the sale of alcohol.

The document also increases the list of places will be prohibited from drinking alcohol. In the previous version of the bill does not allow to do it in the children's, educational, sports and medical institutions, cultural objects and adjacent territories, as well as by public transport. Now proposed to extend the ban on the yards, entrances, elevators, playgrounds, recreational areas, including parks and beaches.

The initiator of the tightening of the document, according to sources of publication, was Rosalkogolregulirovanie which enlisted the support of First Deputy Prime Minister Viktor Zubkov and Prime Minister Vladimir Putin.
