In addition, a Russian citizen living in the apartment, where it is not registered, a fine of 2-3 thousand rubles for the tenant, 2-5 thousand rubles for homeowners and 250-750 thousand rubles for legal entities.
For offenders in Moscow and St. Petersburg, the fines are even higher: 3-5 thousand for tenants, 5-7 thousand for the owner and 300-800 thousand rubles for legal entities.

According to the law, to live without registration will be in apartments close relatives. In addition, a person can not make out the registration, if you live in the same region, where he is registered.
According to the authors of the law, it will help to deal with so-called "rubber flats": apartments, which are recorded dozens of people, but do not live there.
